Normally shorting the low pressure switch near the battery (accumulator/drier) will turn on the compressor. also make sure the A/C switch is on on the console.

After that, make sure you are getting power to the clutch and try jumping that as well. If both of those work, then you likely have an electrical issue in the HVAC controls.
